The new UI is region based, not OS based. It's currently available in the US, UK, France, Germany etc. & slowly rolling out to other countries.
Why do you want the new launcher? It's full of ads
My launcher keeps switching. Japan is one, and nz is the one you showed
Please send a photo here so I can see how it's look like now
That's for US only I think, if you use VPN for few hours it will automatically switch to new launcher.
