Formuler GTV support hauppage dvb tuners. As far as tuner apps it's probably the best cable like experience you will find.
There is also the CC which has tuner built in. It is not official Android TV OS though. But the myTVonline app works the same on both devices.
Both devices are literally intended with an IPTV user or terrestrial broadcast user as the target audience.
I am receiving DVB-T2 1080i signals for our local digital TV channels, and Kodi automatically de-interlaced the signals no matter which device I used (Mi Box S, Mi Stick, Mecool KD1, Mecool KM2 and Chromecast wGTV). Also any exoplayer based app also de-interlaced these format just fine.
so yeah, just buy any device. They would work fine since it's not up to the device, but app.
