Does the app need an update?
This also occurs on Mecool km2 with maximum video quality at 60fps. To solve it, just reduce the frame rate.
You must change your tv setup to do this.
I got this exact problem with my Panasonic TV too. The issue is Apple TV app tried to play high quality video format on your TV, but it appear that your TV couldn’t process it. I have tried set/unset every options on my TV, but it still doesn’t help. It appears that the only solution for this problem is waiting for Apple to have an option to let us manually choose video quality on the app.

This looks like what happens when doing datamoshing , basically when some video i-frames are damaged (accidentally or purposely) and the decoder will render it in a similar way.
