That is a tough question to answer. Do you need automatic frame rate and resolution switching? Do you want it to play all the audio and video codecs?
Do you live in the USA? Then the TiVo Stream4K and Onn.4K, both at Walmart stores are great deals, as you say best "Bang for your Buck."
Everybody's needs are different, and it doesn't take much for a device to be able to run Kodi, usually just 2GB ram + 16 GB storage is recommended, and a Firestick 4K-Max is better for Kodi than a Chromecast-GTV because FireTV has Auto-Frame-Rate ability.

Xiaomi Mi box s
If you want to use Kodi and it's add-ons smoothly you're better of with the Nvidia shield (yes i know it's out if the budget range you mentioned).
I have a shield, mi Box S, mi stick and a Philips TV with ATV and only the shield runs Kodi smooth.
The mi box S and ATV on the Philips tv makes Kodi and ATV slow, The mi stick is just a crap device.
Basically you get what you paid for

At that price jusy buy chromecast with google tv. Works very well for your needs and has all the certifications for netflix, youtube, and can play kodi too...
