Anyone knows if there are plans for 2018 Philips TVs such as PUS8303 (ones with 3 at the end) to have Adroid 10 update? I really regret buying Philips TV since there are no updates after 2 years...

Very few Android TV devices not made in 2020 or newer have anything above Android TV 9 and you aren't missing anything. Android TV 10 has nothing that improves on the Android TV 9 experience. but if you really want Android 10 you can add a device. Chromecast w Google TV and Onn UHD are running Android TV 10. You will get a better experience with a device than the TV in any case.
Zero chance. Don't expect cheap TVs to update. They rarely update Android in phones even.
If you want Android TV updates - get top-tier external devices like Shield.
I have Philips but without Android. Lately they were horrible with frequency of updates, and even worse, an update that came almost a year ago causes TV to randomly reboot. There were no updates since, not even to fix this issue. While good product, I'm disappointed in Philips.
For any updates on 2018 Philips TV I would recomend folow here: https://toengel.net/philipsblog/supportforum/forum/firmware/2017-tpm171e/
So you didnt got the update that fixed 4K for Disney+
I bought a 75in Philips Android TV this past year and I expect it will more than likely never see an update. For what they do there is really absolutely no user experience improvements or features that you will be missing. Mine has Android 9 and I recently downloaded Android 11 for Raspberry Pi 4 and it looked and felt identical. No new bells or whistles to speak of. Your not missing anything. As long as your experience is smooth, your apps work then your fine. If you really want to update the OS then just get a Chromecast with Google TV and call it a day because it's way more likely to stay updated. I was thinking of getting one but not now since I was able to test Android TV 11. Nearly identical. I just got a few apps like SendFiles2TV and ATV launcher. Used ADB debugging over wifi to disable the stock launcher and it's a much cleaner experience.
It's still on the roadmap, supposed to be released last year, but Corona came around, so testing got delays (answer from Philips support) Android TV 9 is going to be skipped, and Android TV 10 should be the release.
I have the Pus8555 and really hope they update to Android 10 at least so I can play stadia with my switch pro controller(android tv 10 supports new controllers)
Don't hold your breath. Most tv makers don't care much about software updates.
If you're lucky you get 1 version number update. Most of the time they give you an update is to push bloadware
