Yes my seller sideloaded apps for me and I just plug n play
I did it for my dad but we use a shared Google account for this type of thing so I just had to walk him through adding it to WiFi. Not sure it can be done without signing into the Google account that will be used, however
That's an excellent question because the setup experience is designed to set up the device through an app on the owner's phone while connected to the WiFi network on which the device is going to permanently be connected to.
I'm not sure there's a way around that or not.
