What specifically are you looking form Apple TV device?
Are we talking about five elements (apps) per row? If yes, then answer will be yes. However, answer is no if you're looking for the exact Apple TV look and feel.
For example, you can use Sideload Channel Launcher 2 and form multiple rows. Each row is a unique channel (don't ask) but you can easily modify what goes to each row. You can also update the look and feel of this launcher. The only thing you cannot do us create a "content row" above applications that shows current highlighted app content.
Another similar launcher is: Top TV Launcher 2
Finally, there's: ATV Launcher Pro , but to make it look almost like Apple TV you need to buy Pro version, basic one will not do. I'm personally using this launcher.
