Which files/codecs do you have a problem with? If a client (android tv) does not support some codec, plex will transcode the video into a format that can be played by a client.
Check which codecs are supported by the TV. The manufacturer's website should have them listed.
Most of the time the CPUs are too weak to decode things well. So, if the codec isn't supported in hardware, it is going to be a bad time. In other words, adding codecs often won't help you.
PS, you can try VLC it should have built in codecs for most formats even if your hardware doesn't support it.
Wish you could, with ATSC 3.0 going live in major cities, it would be nice to have AC-4 audio support system wide. The only app that has this support is the HDHomerun App, which is horrible for watching OTA channels. The only other option is to spend $200-400 dollars on a soundbar that supports it.
Try using an external player, although I'm not sure whether it's possible on Plex. I use emby and mx player with custom codec for avoiding all the playback issues.
