Hi!
About a year ago I bought a pretty expensive Philips TV with Android. Today I noticed a huge ad for Disney+ on my home screen, I don't even have Disney+. Is there some way to turn this obnoxious recommended content crap off?

Had to install ATV launcher and disable the default
If it's possible to adb into the tv, you can definitely disable the default launcher and set a new one as default. I use Flauncher
What country are you in? The ad banner has been enabled since early summer in much of the world. You can try the Blockoda method. It has to be enabled after every restart. Or install a 3rd party launcher.
I have the same issue, so annoying. TV is less than 2 years old. I contacted Philips and they said it's all Google's choice and they have nothing to do with it. Here's their reply (in Dutch)
I filed a complaint with the Dutch ACM (authority of consumer and market) that my device suddenly shows ads and would recommend that you do so too. If everyone silently accepts this we will never get rid of ads. Imagine your fridge suddenly showing ads for Coca-Cola.
In settings On my Sony tv I set to apps only and now I don’t see any ads /recommendations.
The new launcher has hit much of the rest of Europe in the last 48 hours, sadly.
