Just an educated guess, it looks like back light leakage. Though I've never seen it be the color red. Maybe something to do with the blue and green subpixels that mix with the red to make colors. Certainly safe.
My vizio looks almost exactly the same. When I got it, it had tape around the edges in those exact spots. Very strong, stuck on good tape. I thought to myself, " Pulling this off can't be be good for my TV." Then did it anyways and... BAM! Permanent backlight distortion.
Safe? As in it could hurt you?
