You need a dedicated bluetooth transmitter that can transmit to multiple headsets simultaneously. The builtin bluetooth radio doesn't have this capability.
Depending on your specific needs, you might have luck with vban tx, voicemeeter or other network audio. It's not Bluetooth in any way, just a way you can sync audio to multiple smart devices.
Not natively but search Amazon or similar for Bluetooth hub and there are some options.
