It would help to know what ur looking to do with it. The answer is probably not unless you're looking for something specific but it's hard to know unless you tell us why or what features you're looking for because there's a lot of things you can do on Windows and programs to kind of give you a lot of the same user and results
It probably is possible but unless you're very technically savvy and know how to install DRM ports or enabling DRM somehow through Android TV on your Windows PC might be difficult. If you look at a lot of the video tutorials about installing Android TV none of them I've seen have shown them actually using Netflix or Hulu it's more meant as a it technically can be done not sure if it's practical to use. It might be a lot more work than it's worth, again unless you are in it or are very technically savvy. I consider myself probably a six out of 10 as in I've used Linux and have a few raspberry pies that I set up as nas's and such but something like this even if I could do it I don't know if I'd want to go through the trouble, I'd rather just use Cody on those boxes or just pony up and buy something with Android on it already
I only say this because the problem with installing Android TV on something like Windows almost any device is going to be with apps like Netflix that use things like DRC so you may be able to run the Android TV OS but you may not be able to run things like Netflix Hulu etc maybe there's ways around this since the last time I tried tinkering with stuff like this but I found the best thing to do is if you have a bunch of PCS lying around is to invest in some Kodi knowledge it's a lot more powerful and useful once you dial it in it has a learning curve but I found once you put the work into figuring it out it's pretty simple once you get the basics down
