If you're running windows 10, switch it to tablet mode and see how well it works.
You may be able to use Google Home or Google TV app on Windows. I just installed the Android subsystem for Widows yesterday.

Should be possible. The Google TV remote is Bluetooth. Put the remote in pairing mode and search for the device under windows Bluetooth. Try using the buttons on VLC or your media app. All buttons won't work.
