Yeah, that's intentional behaviour. It's only available in select regions at the moment.
That is not "GoogleTV UI."
It is the updated AndroidTV UI, which is the system app "Android TV Home."
Most people online and here on Reddit have been calling it the "Discover UI" because of the added Discover Tab and recommendations feature. In my opinion I don't need Google tracking everything I watch, then sending me even more recommendations I don't need, so I opt-Out of the discover feature; but overall the Home launcher app is an improvement.

Yes, same happens here. Same things happens with me and I can only imagine its because some of the suggestions they advertise, use services not available in all countries ee.g. Disney+
