Your device need to be certified for it
You want the "made for AndroidTV" Netflix app, then you need to buy a Netflix "Certified" device, if not certified you can't run the official app. Here is the most current list of retail/consumer available devices certified by Netflix:
Rockchip isn't a Google partner and I've never seen a certified Android TV device with this SoC.
