I was trying to quit a app but it send me back to "TV" app or random apps that running in background. I did turn off "Energy Optimization" of launcher (Emotn UI that i use) but didn't work to stay in background.

There can only be one actually launcher at a time so you would need to disable the stock launcher if you want Emotin to be your default launcher otherwise it's just like a regular app running. If I'm understanding your issue correctly.
