Passthrough? Pretty much anything can do passthrough because that's the point. It doesn't decode it, it just passes it through to the receiver. The receiver reports the formats it supports. It's part of the HDMI spec.

As for actually decoding/encoding, Shield TV Pro 2019.

Xbox series does Truehd passtrough as well.
