Google TV is a server side update and only available in North America and certain other regions. I've got the same television and can get that interface when I connect to a US VPN although some features don't work correctly even then.
I have it on a Chromecast. Stick with AndroidTV without that skin. It's cluttered and counterintuitive.
I would recommend seeing what XDA has to say about the topic. They usually have free OTA firmware available for TVs. I would think you should be able to, but you may need a bootloader and you'd likely need to flash a ROM

If that TV is running Android TV 9 (or higher) then yeah, it's possible.
Disable the default launcher, install the latest version of "Google TV Home" & "Google app for Android TV" (all through adb) and you're good to go
