You just haven't set it up. Turn on "Apps Only" Mode. Turn on Dev Options, and decrease animations from "1x" to "0.5x" and you'll have a much faster experience with ultimately no ads
Running a 3rd party launcher seems to speed up the entire experience. Look up Launcher Manager, it will allow you to disable the Google TV launcher without affecting the assistant and you can experiment with launchers.
We have both Chromecast with Google TV and Android TV television in my house. The launchers on both are giant advert billboards that I can't stand. What I did was follow a guide on google search on how to replace the built in launcher. This included installing an alternative launcher like ATV launcher pro and running two adb commands to disable the built in launcher. No ads anymore and the launcher is clean, customizable, and works well. Just google how to change google TV launcher.
