How can I pair 2 headphones, and they both get audio at the same time?
Haven't tried it with Bluetooth but I use and Alexa speaker with a headphone jack and use a splitter for 2 headphones. Not super practical but has worked. Haven't used it that often but does work. U could buy a special adapter and use that.
It's difficult to do currently. But, just FYI, there is a new standard coming out for Bluetooth LE Audio that will make it possible to have multiple streams, and other benefits, but no mainstream devices support it yet. I am hoping that 2022 will see some support for BLE Audio.

I suppose what someone already said. Split the audio and use 2 bluetooth transmitters.
Can't be done on stock Android. What you can do (as I did) is get a bluetooth audio transmitter that can handle dual pairing, I bought this one and it works on my MiBox. The only issue is with Netflix, that refuses to play some shows (mostly later ones) when this is plugged in, for those, I play them using Kodi with the Netflix add-on. It's a bit of a pain that you have to physically press the small button for the second set to connect, and you have to plug it out when you want to get audio via HDMI again.
Edit: and, btw, this also works with my PS4 and the Steam Link I have on that same TV, and I've also used it with my Desktop running Win11, laptop running Ubuntu 20.04 and my Chromebook, so compatibility is great.
