That happens when there isn't an internet connection which is something awful, icons from local installed apps shouldn't be affected by the absence of the internet service, I see that as a bug.
I had similar problem and it had to do with changing the TV settings to internet time and not manual
It's the new launcher for certain country's, feel sorry for you, hope there is a way to remove it.
First of all make sure your internet connection works ok. Then make sure to install all the updates from the Google Play Store, especially the Android System WebView (there were a lot of updates recently).
This should fix it
