Are you casting the chrome tab, the desktop, or from whatever video player you're using? The first two require the image and sound are streamed from your pc to the casting device while the last one will point the casting device to the location of the video on the internet and it will connect directly and not go through your laptop at all.

Streaming from your laptop will always have more hiccups, regardless of what you stream to, and will be way more prone to different variables on your home network including wifi strength and whatever background processes the cast device has going on. The Chromecast will be running essentially nothing in the background while your TV is running all of Android on a not-so-great spec processor so I wouldn't be surprised if it's worse than the Chromecast, but if you give either of them enough time I think you'll see issues in a stream.
