Maybe the OEM made a broken Android firmware that doesn't even allow adding storage, has been known to happen, especially from small OEM's that don't have a lot of experience with Android software.
Install AIDA64 app, open the app, the first page has a section "Device Features" which needs to have this listed:
android.software.adoptable_storage
If you do not have that feature listed, the firmware is broken, and you can't ever add external storage as internal.
You need to move the data to the new one, otherwise you won't see it with any file explorer, to move the data, go to storage -> open the new one and look for "move data" option or whatever.
Only one storage can be used at a time but you can move apps between the two.

Is usb recognised in Computer?
It sounds like you've done all you think you're supposed to, except maybe one thing: Enable adoptable storage.
Not all ATVs have it enabled out of the box. If yours is one of those, you will need to send some ADB commands to turn it on. Here's a video explaining it.
