It's appears to be a serverside update so I guess it's still in rollout stage.
I believe it's only for Google TV.
I’m in Germany and have it on my CCwGTV since yesterday. Does anyone know if it changes the play store accordingly like on Apple TV? So I could add google accounts from different countries and when I access those profiles the play store shows me the apps from those countries?
It's a server side update. When you turn on your Google TV device, it'll show "Introducing profiles on Google TV" (after the boot animation).
If you haven't received it yet, you will soon enough.
