The overlay in the upper left looks fine so I'm guessing the TV is ok. That leaves:
screensaver. Either the TV or device you have plugged in is playing a lovely screen saver.
port on the TV. Does it happen when your device is on a different HDMI port?
cable. Does it happen with a different cable?
device. Could whatever is playing the video have broken? Could you plug a different device in.
lightbar. If the HDMI is routing through the lightbar or soundbar it could be screwing with the signal.

Philips TVs are Philips in name only these days since the group sold off the TV business to China based TPV Technology. Philips was my go to in the 90’s and early 00’s. I wouldn’t touch one with a barge pole these days.

I think it could be broken.
I get something similar on my gaming monitor and all I need to do is power cycle it. (Unplug it, plug it back in) Maybe wait a bit on yours (5-10 minutes unplugged) if it doesn't improve it looks like irreversible damage to me sadly.

I had the same on a less than year old Phillips. Tech support helped reload the software a couple of times then sent me a new unit.

Had a different problem with my screen. When to Philips website and reported it. They sent a guy a that replaced the screen and all is good now. Im in Sweden.
I don't know what's wrong but my guess it's broken. Time for a new one.

Unfortunately that looks to me like a broken LCD panel.
After a tiny crack in the edge of the LCD panel while fixing it, I got the same pattern. Slowly shifting colourful vertical lines rainbow Aurora Borealis pattern. Although mine was only on the top of the screen.
How similar it looks though has me convinced you have a hardware issue. If it wasn't damaged physically then maybe an issue with the internal LCD circuitry.
But I don't think it's just a software bug, despite how much it looks like a screensaver
