How to get rid of this abnoying Android movies and tv banner? the TV is a Philips the One 2022. this banner and line at the bottom appears only on external sources like HDMI. I don’t have cable tv for this tv.

I had the exact same problèm. The solution is to find the TV app ( or google play tv I dont remember) into the app list.
Long press OK button on the app and go into about. There you can force shutdown the tv app and it will disapear.
