Get your own router and set up your own secure network that the roommate isn't on.
There's a way to disable ALL casting. Find the app called Chromecast built-in and disable that.
I don't think there's a way to natively block specific devices from casting. There might be some more advanced router settings you could do to block specific traffic like that but I don't know specifics and that would depend on your router.

You can't restrict particular users from casting, but rather you can turn off the casting feature itself from app settings on TV. At least your room mate won't be able to disturb you.
Note that Android smart TVs have two cast systems for prankers to enjoy: Google Cast and Miracast (WiFi Direct).
Google Cast works in your local area network so it's just a matter of having your own as others have pointed out or just disable it.
However, if it's Miracast that doesn't even need a router because it's WiFi Direct and some model makers won't even let you disable it. You should check if it's enabled to disable it and see if there are trusted devices to remove them from the list.
Chromecast assumes that everyone on your network is trusted and allows connections from any device.
If you don't trust them, then you need to isolate them from your network. Either put them in a guest network, or a sub-net, or something. You'll need to do some router work for this.
Block the roommate from the router. Tell them they can have internet back when they agree not to abuse it.

If your router supports VLANs (virtually separated networks), you could isolate your roommate, or the TV (and yourself) from the rest of the network.
Alternatively, you can use the guest network for this purpose. Most modern routers offer separate access for guests, but few people actually use it. Same principle.
