How to stream android TV tuner app to another android tv box?

So I have a Android TV setup box with a TV tuner built in. It comes with an app to watch the tv channels.

I want to be able to watch the tv channels on another Android TV box that doesn't have a TV tuner built in. Is it possible to stream the app/make it into an IPTV channel?

Tvheadend on the tuner box and pvr live + live channels on the clients. This would require you keeping the tuner box on 24/7 and would likely have a significant processor overhead.
