Has anybody seen this issue? TCL R646 running GoogleTV. Seems to be getting more frequent as time goes on.

Sorry to say that. The Google TV is absolutely a garbage, very unstable, I have a TCL too, it's frequently reboot unresponsive or completely frozen by itself. Unlike it's name suggests it is really a low tech device. Amazon fire tv is next to the Google TV, doing pretty much the same thing just not as frequently. Apple TV, on the other hand, is much more stable than either of them. I'm really wondering why Apple TV is not more popular.
For your issue I can only think to do a factory reset. Hopefully it will work, temporarily.
