No it doesnt, but you can chose 24fps for movies from the résolution menu if you want to watch a movie no afr for right now

yes it can, it works in Kodi, Plex and all the apps that have afr implemented...it's perfect? no and i doubt it has 23.976HZ and 24HZ like AppleTv and Shield does, but it can change frame rate in live tv channels from 60HZ to 50HZ ;)
All Xiaomi devices support AFR but it's not the seamless one found in Android 12, you'll still have to wait for that update to arrive... someday.
