I've always had the surround sound mode set to "Never" but I still have (the correct?) audio coming from the satellite speakers, so I've been trying to figure out what the setting enables.

Your Android box is most likely giving out down mixed stereo audio, but your receiver could be sending out pseudo surround or mutli channel stereo. On Denon AVRs there is a mode called Pure --> Auto If you set it to this, it doesn't do any processing (other than room correction) to the input signal. You can try this and see what happens.
The "never" setting downmixes to stereo any multichannel audio coming from any app.
