Sadly, it is.
Google hasn't provided any kind of update on how many countries have it yet.
The only thing we have is this , according to which you should've got the UI (with 5/6 tabs) months ago.
I talked with support and they said that it is not available in Portugal and they don’t know when it will be available
Yes, it is normal, Google is an AD company, its main business are ADs, not Android, therefore, in order to expand the "new UI" to more countries it needs to "make agreements" with them, that's how I understand it, I may be wrong, may be not.
