Wtf are you talking about?
You can't do a "framerate" comparison across different devices with different operating systems.
It depends on device, display, content etc.
In Mi TV stick's settings, the highest resolution & framerate is already selected (1080p60hz).
You can also check it in YouTube by searching "4k hdr", playing the "Costa Rica" video & enabling "stats for nerds" while playing. It'll play in 1080p at 60fps.
Also, how are you getting only 34 fps in Chrome? Check the actual framerate here .
What is this asking? Windows and Android TV are 2 very different things.
