I wanted the exact same thing but found browsing on Android TV a pain in the ass. I ended up getting a SBC (ODROID N2 here) and installed stock android. It perfectly meets my needs for an always on sports streaming box
The Walmart onn box is pretty awesome
A web browser is just an app on AndroidTV/GoogleTV, therefore, you can install any available in the Play Store, but don't get your hopes about Google Chrome, it's not there for security reasons, though you can sideload it manually, Firefox is not there either...
