I recently created a post on r/plex because I could not stream in 4k from my server

Someone recommended Kodi by use of a plugin. Kodi reports my screen resolution as "1080p"

is there some way to correct this? Possibly a permission or scaling issue? I've enabled developer options but am not able to fix the problem even with the additional options.

I'm able to stream in 4K using VLC and other big-name streaming services. I've verified this by 1. the debug info in VLC, and 2. Standing really close to the screen and comparing to 1080 content.
