It needs to be connected by HDMI to do that
CEC only works over HDMI, to control the volume etc, you would need to programme your remote to do it, assuming your remote is programmable.
So, optical can turn the soundbar on and off, just by having a signal or not having a signal, and your old TV might have been set up to vary the volume on the optical out, which most newer TV's don't do (at least by default)
Your new TV might also never turn the optical output off. This means a soundbar connected with optical will never turn off.
What model of tv do you have?
Nowadays, most tv remotes can be programmed to control the soundbar.
