I'm facing the same issue with other apps in my region. Playstore and payment are set to my country. The only new thing that happened is the tv service guy installed a tv motherboard board after the old one went bust.
Ummm in fact YT TV is only available in the states...are you sure it isn't already in amongst the apps that the set came with.
Check your country settings on your Google account.
Open Play store go to settings/general/account and device preferences
