It's worth noting that you realistically can't transfer video files with Bluetooth (if that's what you're trying to do)
Bluetooth is a low power, low throughput connection. It won't be effective in transferring video, but can potentially be used to coordinate direct WiFi connections or the like and will be fine with small files.
Why not setup a LAN/SMB connection. This is how i transfer files from my phone/tablet to my Shield
Edit: i now see you are talking about android tv and not the shield. So it probably won't work

The best way is to visit https://snapdrop.net or https://www.sharedrop.io on your devices browser's (TV BRO best for androidTV) and send files without any problem! Also working on all devices and OS. Windows - AndroidTV working great!
You can use an app like Pushbullet to send files from your PC to your Android TV. It's a great way to quickly transfer data without having to go through the hassle of connecting wires.
Don't get too excited about it. Nearly every Android TV device has barely enough storage to get by without trying to store any local media.
And support for external storage is broken on most of them thanks to Google not implementing Storage Access Framework.
Better to get connected via WiFi -- AndroidTV can play media streamed over the network.
You can download "sendanywhere" on the TV via sidelad and on the PC browser send anything to the TV or any device. Also for phone to TV I use "send flies to TV" app. Download on both devices, links over WiFi.
If you want to send files you could always use the 'Send files to TV'. Works like a charm for me (I need it to send the f1tv apk to my Philips TV because somehow it isn't licensed for f1tv :- ( )
