You can't.
Google TV has not been announced as ever coming to legacy devices. So if you want it you will need to get a Chromecast with Google TV.
If you're from one of countries mentioned here , you'll get it soon.
Make sure the app is up to date (the latest version is 4.35.46.27)
Assuming you mean the app to watch your movies and TV and not the launcher, I don't think they have relased Google TV for Android TV devices. I believe they expect you to use YouTube to access them.
That being said, I think for Android TV they have actually mixed the two meanings, since the Play Store is saying my CCwGTV has it installed while it still has the Play TV & Movies app.
