I think you can broadcast messages to home devices using Google Assistant. Might need researching though.
Yes you can, use Notifications for Android TV available on the Play Store, have tested and works, you can send a custom message from the app on the mobile and he will receive it on the Android TV.
Install app on mobile and Android TV, run setup on mobile, you can customize how the messages appear on the TV.
If you only want to send personal messages, you will need to uncheck the apps in the app settings as it forwards all messages received on your device, once unchecked the TV will only receive messages you send.
Maybe if you sideload something like WhatsApp or Signal or Telegram onto the Android TV installation and it shows notifications. I have my doubts those applications are even compatible with Android TV though.
