I have a TCL Android TV (Version 11) and Disney+ app NEVER works on this TV. I can open the app and select a movie to watch but when I hit play I get a spinning circle for half a second and then a screen that says “there’s been an error visit help.DisneyPlus.com. The only recommendations there are to delete and remove app from TV, log out and back in or do a factory reset on the TV. NONE of which have worked. Any advice?!? So frustrating!
These steps sound similar to what you tried, but idk for sure so give it a shot:
Turn on your Android Powered TCL Smart TV.
Using the remote control select your profile icon on the Google TV home screen.
Choose the Settings menu.
Select the Apps option and then click on See all Apps.
You will be shown a list of all that are installed on your TCL Android Smart TV.
Select the Disney Plus app.
Select the Clear Cache option. This will clear the cache of the app.
After performing this step you will need to log in again to your Disney Plus account before you can use it.

The Android TV is garbage. I got rid of mine because it wouldn’t work well with my Direct TV stream app.
That's the problem with built-in apps and eventually they quit updating them.... I would recommend you get something i.e. a fire Stick a Google Chromecast etc to plug into your TV. The more expensive end of it would be Nvidia shield pro which is what I have so I don't have those issues.
