Hi, I just bought a Google Chromecast with Google TV and cannot find a regional streaming platform “Go3” app that can be found on Android TV’s store. Does it mean that it is not available on the new chromecast at all?

Which one? There are a few Go3 apps. Some with the name "Go3 xxxx (Android TV)" appear to be compatible with the Chromecast with Google TV.
BTW, mind you can open the Play Store on the Chromecast by saying to the assistant "open play store". Might be easier to find the apps searching there.

The CCwGTV has full Play Store access. The issue is that only apps marked as compatible with Android TV will show up in the Play Store on the device.
You can still install mobile only apps, but you need to get the APK and sideload it. And not all Wil work well with a d-pad and will require more work to use, and will often be in portrait mode. Which can be fixed, but again, that's more support apps and work.
TL; DR: The Android TV Play Store, while the same, has mich reduced app availability compared to the mobile version.
Since I do not know where the op is; I direct the op to a means, that I know works.
Google play does not offer universal access to its store, nor to its apps; rather, it censors by both devices and regions.
